Council has committed to completing a number of master plans at our recreation reserves and facilities over the next 5 years. 

The snapshot will form part of the background research and evidence as it will be a holistic overview of the community facility network. 

We want to ensure that we understand the network of facilities so we can best plan for now and into the future.

This work will provide Council with a holistic overview of our community facilities, and will have no impact on existing tenancy arrangements. Feedback provided through the survey will be used as an important tool in shaping Council’s future strategic direction for the provision of community facilities within the City of Mount Gambier

Community facilities that are leased or licenced to sporting clubs, community groups, service groups and not-for-profit organisations will be considered within this survey. Organisations that occupy facilities including sporting surfaces, clubrooms, community buildings and open spaces will be considered.

For the purposes of this survey, a community facility can be described as any facility (including buildings, playing surfaces or open spaces) located upon Council land that is occupied by a club or organisation who’s primary purpose is to support the physical, social, cultural and intellectual development and welfare of the community.

Please refer to your Lease or Licence agreement to determine if your club or organisation is able to sub-let the leased or licenced facility. Tenants must first get the consent of Council in writing prior to entering into sub-let arrangements. The sub-tenant should also be a community based organisation, and its purpose should align with Council’s values.

Clubs and other organisations should put user hire agreements in place for short-term hire of leased or licenced facilities and ensure that hirers have adequate public liability insurance.

The Snapshot will be used to inform our thinking inclduing:

• Make evidenced based decisions in our policies and plans, including master plans 
• Support user groups with upskilling and training
• Ensure community facilities are managed and maintained to be equitable, safe and accessible
• Create partnership opportunities to maximise usage, collaboration and grants and 
• Support strategic property governance planning and implementation.
